A real registration number — ours is still a placeholder.
Cost: ~$750 for 2 years · California importer registration (+ ~$300–$600 for a filing service)
Time: ~4–6 weeks · California processing (a URN itself can come in ~1–2 weeks)

Sew the law label into stock we already have.
Cost: ~$0.05–$0.15 per label + ~$0.50–$1.50 each to sew in · near $0 on new production
Time: ~2–4 weeks · print labels + factory sew run
Both can run in parallel → realistically ~4–6 weeks to a first compliant shipment.
